Subscribed steam mods not downloading

I recently purchased Complete Edition through steam, trying to install my mods through it. ~150 subscribed, now I got to mods, "get mods" it opens the browser but there is nothing I can do from there.

Here's a possible fix: I subscribed to about 600 workshop items and I had the same issue. So, I changed my download region and restarted Steam and noticed that Steam was downloading something in the background, thats when I realized that it was my workshop content. I started up my game again and now everything is working fine. Unsubscribing and resubscribing to mods that are not working. Clearing my download cache in "Settings" Changing my download region in "Settings" Manually removing the XCOM 2 mod folder from the Steam directory. Ensuring that I have enough disk space to download the mods. But nothing is working. Anyone else having/had this problem, or know a

My specific concern is not being able to tell whether my subscribed mods are being updated to the latest versions. I seem to recall once seeing a button inside the "Additional Content" display of the game asking me to click on it to update a subscribed mod, but that was the only instance it ever happened. So, my question is - are the subscribed I had one folder set for Steam addons and another set for local stuff that isn't available on the workshop. Now the Steam addons folder is empty, if I go to the launcher MOD options it still says Steam Workshop mods location: G:\ARMA 3 Addons - Steam.
